The new PT Newswire is a user-powered news system. Registered users are allowed to add news from around the world that has relevance to the Tongan people. Once news is added, users are then allowed to vote in order to determine which news stories are more popular. Popular news gets published to the front page.
How it works:
Registration/Login: Users are allowed to register for a username. Users can then login and submit news and make comments. Registration is free.
Upcoming News: When news stories are first added to the system it goes to the Upcoming News section. It remains there for people to vote on. When it gets 3 votes or more within the first 14 days, it gets pushed to the front page. After 14 days the news story will remain in Upcoming News forever no matter how many votes it gets.
Popular News: This is basically the news stories that gets published to the front page. It gets there by receiving 3 votes or more within the first 14 days of submission. The whole idea behind Popular News is to list the news stories that most people deemed more important.
Top News: News items are sorted according to votes for Today, Yesterday, This Week, This Month, and This Year. If you simply just want to see what is popular, these are links to click. Search: A search engine for all the news items that have been added to the system. This is located on the top right corner of every page.
Submit News: You must be logged in to the system to submit news. You must have the URL address to the news source, a few tag keywords, a short description, and place it in the appropriate category. The summary and trackback in not required. You may opt to use the Bookmarklet which makes adding news a lot easier. It will auto fill a lot of the information for you.

A user adding a news story will input the keywords he or she thinks best describes that news item. When you view the Top 5 Tags or the Tag Cloud, you are basically viewing the index of tags associated with every news item in the system. Its another way of getting to news stories that are closely related.
